N7 Program

N7 is a vocational code in the Systems Alliance military. The ‘N’ designates special forces and the ‘7’ refers to the highest level of proficiency. It applies to marines who have graduated from an elite training program. Now-Councilor David Anderson was one of the first graduates, John Shepard, the first human SPECTRE, also graduated from the prestigious program.

The N program was developed by Operations Chief Richard Marcinko. When he entered the Systems Alliance he was a highly decorated US Navy Seal. He was chosen to develop the Alliance Special Forces program not only because of his service in the US military, but because he’d had the opportunity to participate in exchange programs internationally, including some cooperative efforts with the British SAS and Israeli Mossad. With Spetsnaz operative Nikolai Kuzmeko as his XO, he created the training programs and operational procedures that would come to define the N7 program. Some changes have been made by the current commanders, of course, but the core of the program remains as Marcinko developed it.

The N7 forces are highly respected among Citadel military forces, even Turians that resent humans will admit to the effectiveness and dedication of N7 troops. So far, the Alliance has only presented Spectre candidates from the N7 ranks, prompting a recent increase in potential candidates for the program.
